Motor vehicle registration requirements

Article 25 has been registered in the transfer of ownership of motor vehicles, the current owner of the motor vehicle shall, within thirty days from the date of delivery of the motor vehicle to the registered vehicle management office to apply for transfer of registration. Before applying for transfer of registration, the owner of the motor vehicle shall have the road traffic safety violations and traffic accidents involving the vehicle dealt with.

Prepared Materials

When applying for registration of a transfer, the current owner of the motor vehicle shall inspect the motor vehicle, confirm the information in the application and submit the following certificates and documents.

I. Original proof of identity of the buyer;

① Individuals: Identity card (Note: proof of residence is also required for foreign residents)

② unit: unified social credit code certificate + identity card of the delegate + power of attorney

II. Proof of transfer of ownership of motor vehicles (used car trading ticket issued by the used car trading market);

(c) The original certificate of registration of the motor vehicle;

IV. Original motor vehicle license;

V. Vehicle number plates.

Drive to the DMV or Motor Vehicle Registration Service Station with the processing documents to have your vehicle inspected.

Business Acceptance

After the inspection is completed, go to the business hall to call for and receive the number and return the original motor vehicle license plate.

Selection of number plates

There are three ways to pick a number:

(1) Retain the original number (which may be retained if the relevant requirements are met);

(2) On-site random number selection (50 choices);

(3) Internet pre-selected license plate, through the "traffic control 12123" APP or Internet service platform nm.122.gov.cn pre-selected license plate, you need to go to the Vehicle Management Office within 7 days to confirm.

Claiming a number plate

After paying the fee, you will receive the temporary motor vehicle license plate (Flag District DMV), motor vehicle registration certificate and driving license on site, and the vehicle license plate can be mailed or picked up by yourself.

Do I need to be present for a local transfer of the original owner?

No need.

The original owner does not need to be present at the site, but the current owner can do it directly or delegate it to someone else.

Can the license plate follow the vehicle to closing?

No can do.

Motor vehicles can be transferred, but motor vehicle license plate numbers cannot be transferred. The eligible original number plate number can only be used by the original owner.

Can I transfer my vehicle while it is mortgaged?

You can.

However, if the motor vehicle is under a mortgage/pledge registration, a joint application is required from the original motor vehicle owner, the current motor vehicle owner and the mortgage/pledge holder.

You will need to provide separately: proof of identity of the original motor vehicle owner, proof of identity of the mortgage/pledge holder, and the original copy of the newly signed mortgage/pledge contract.

What documentation do I need to make an agreement with a friend to transfer his car to me?

Motor vehicles that are inherited, gifted, won, divorced by agreement, and agreed to offset debts, where the proof of origin is a relevant instrument of inheritance, gifting, winning, divorcing by agreement, or offsetting debts by agreement, and a notarized certificate issued by a notary public.
